This Civil Application is taken out by the Applicant/original Petitioner to amend the Petition and challenge the order dated 30 August 2018 passed by the Principal Secretary rejecting the Application of the Petitioner.

We have heard the learned Counsel for the Petitioner and the learned Counsel for the Respondent No.4. The Petition is at the preadmission stage and the order of the Principal Secretary is passed during the pendency of the Petition pursuant to the order passed by this Court. Hence, we permit the Applicant to amend the Petition and pass the following order:

ORDER

i) The Civil Application is allowed in terms of prayer clause (i) except to the extent that Exhibit-N to ExhibitR of the Civil Application (which are judgments) shall not form part of amendment (as that would only make the Petition bulky).

ii) The amendment to be carried out within one week. iii) Amended Petition be served upon the Respondents within one week thereafter.

iv) Affidavit-in-Reply, if any, be filed by the Respondents by next date.
