After hearing the learned counsel appearing for the Petitioner, in view of the facts and circumstances and for want of specific bar that a direct recruitment cannot be made at this stage, we are only directing the Respondent to decide the representation dated 22.09.2015 filed by the Petitioner as early as possible and preferably within two weeks.

The writ petition is accordingly disposed of in the above terms. All points are kept open.

No costs.
