It would be open for the petitioners to submit representation to the Deputy Director of Education-respondent No.2 herein, setting forth their grievances, within a period of four weeks from today. The concerned authority shall, after extending an opportunity of hearing to the petitioners, including educational institutions and after considering the merits of the contentions of the parties, shall pass appropriate orders or issue necessary instructions, within the framework of law and, in accordance with the Policy framed by the State Government, as expeditiously as possible and preferably within three months from the date of receipt of the representation.
