Having heard learned counsel and learned AGP, we deem it convenient to dispose of the above petition by directing respondent No.2-Scheduled Tribe Certificate Scrutiny Committee to decide the caste validity claim of the petitioner as expeditiously as possible and, in any case, within a period of three months from the date of receipt of this order. Ordered accordingly.

It is made clear that we have not gone into the merits of the matter and all rights and contentions of the respective parties are kept open.

In order to enable the respondent No.2 to comply with this order, the petitioner shall remain present before the respondent No.2 along with relevant papers in respect of his caste claim as well as copy of this order on 29th April, 2019 at 11.00 a.m.. 4.

Pending decision on the petitioner's caste claim which is pending before respondent No.2, respondent No.3 shall not take any coercive action against the petitioner for not submitting the caste validity certificate.
