Learned counsel appearing for the respondent nos. 1 and 2 (original applicant contesting parties) has no objection if the delay is condoned. Statement is accepted. Other respondents remained absent though served. Delay is sufficiently explained in the civil applications in paragraph (3). The reasons recorded therein are accepted. Delay of 217 days in filing first appeals is condoned as prayed. No order as to costs. 3.
