1] The Petitioner has an alternate efficacious remedy of filing an Appeal before the Divisional Commissioner. The Petition is therefore disposed of relegating the Petitioner to the alternate remedy available to him in law.

2] In the event there is delay in filing an Appeal, the Petitioner would be entitled to the benefit of Section 14 of the Limitation Act, 1963, for the period during which he was bonafide prosecuting the present Petition.
