The petitioner No.1 claims to to be the association of primary viewers co-operative societies (PWCS). It is submitted by learned counsel for the petitioners that 154 PWCS units in Solapur are potentially viable units under the Handloom Package. As these units have secured loans from the Solapur District Industrial Co-operative Bank Ltd. which has gone in liquidation from 2004, the said units are unable to get fresh loans from the said bank. The petitioners claim that a modified scheme for sanctioning of loan is required for helping them out. It is submitted that 154 PWCS units are deprived of any benefits.

The learned counsel appearing for respondent Nos.1 and 2, on written instructions, submits that Government had approved Revival, Reform and Restructuring Package ("RRR Package" for short) for the Handloom Sector. The said package was to be implemented through NABARD till 31st December 2012. It was subsequently extended till 28th February 2014. Since no further extension was granted, the said RRR Package came to an end on 28th February 2014. 4.
We have perused the record placed before us and considered the submissions advanced.

The petitioners pray for direction to grant benefits of Handlooms Revival Package to the said 154 PWCS units on obtaining fresh loans from any other licensed public sector or private sector urban cooperative banks or financial institutions. Considering the contentions raised and the prayers made, we find that these are issues concerning taking policy decision by the respondents. These issues are required to be considered strictly in the light of the policy framed by the respondents which is referred as RRR Package. In exercise of writ jurisdiction, we are not inclined to entertain this petition and issue any such directions to the respondents. We make it clear that we have not gone into the entitlement of 154 PWCS units under the said package. With this observation, petition is dismissed.
