I am condoning the delay in filing this Appeal even though it is substantial, some 650 days. This is explained in paragraph III of the civil application at some length by saying that there was an initial delay of more than 600 days on the part of the insurer's Advocate in the Tribunal itself in applying for and obtaining a certified copy. There was some inadvertence on that ground. It would not be appropriate to refuse the relief sought. The delay is condoned. 2.
The Civil Application is made absolute and disposed of accordingly. No costs.
