Learned counsel for the Petitioner at the outset makes a statement that he is restricting this petition to the reliefs claimed in prayer clauses (b) and (c) only. Statement accepted. By the said prayer clauses, the Petitioner seeks a direction to the appellate authority to decide his departmental appeal [Exhibit-I to the petition] at the earliest which is pending since 2008. 2.

In above circumstances, we deem it convenient to dispose of this petition by directing Respondent No.3-the appellate authority to dispose of the Petitioner's appeal as expeditiously as possible and preferably within the period of two months from the date of receipt of a copy of this order. Ordered accordingly.

It is made clear that this Court has not gone into merits of the matter and all points and contentions of the respective parties are kept open.
