Learned APP pointed out that against order dated 13/8/2019 statutory appeal has not been preferred. Petitioner relies upon paragraph 4 in the writ petition to urge that the Appellate Authority mechanically decides and dismisses the appeals.

We keep said contention open and permit the petitioner to present suitable memo of appeal within a period of two weeks.
