Having heard learned counsel for the petitioner and learned AGP for the State, we deem it convenient to dispose of the petition by directing respondent No.1 to dispose of the petitioner's representation dated 18th July, 2019, a copy of which is annexed at page 73 as expeditiously as possible and preferably within a period of four weeks from the date of receipt of this order, in the light of Government Resolution dated 24th April, 1995 of the Government of Maharashtra, Finance Department, annexed at page 75. Ordered accordingly. 2.

It is made clear that we have not gone into the merits of the matter and, all rights and contentions of the respective parties are kept expressly open.
