5] Hence, with liberty to the petitioner to apply again with necessary documents in accordance with law and directions to the respondent to decide it, at the earliest after its receipt. 6] In view of above, we dispose of this Writ Petition. 7] This order be communicated to the petitioner - prisoner in jail.
