Having perused the writ petition and the annexures thereto, we do not think that this court can sit in judgment over the conclusion of the authority to refer the dispute for adjudication by a competent tribunal. We are not permitted in our limited jurisdiction to go into the merits of the dispute, when the appropriate Government, while referring the dispute for adjudication by a competent tribunal, has not made any observations or expressed any opinion about the merits of the dispute.
