In view of the fact that against the impugned order dated 15.10.2015 an appeal would lie before the higher authority, it is not necessary to entertain the above Petition. By relegating the Petitioner to the said remedy, the above Petition is disposed of. Needless to state that the contentions of the parties are kept open for being urged before the higher authority.
