We have heard learned Counsel for the petitioner. The learned Counsel submits that the petitioner is given admission in the Government Engineering College. The petitioner was required to submit caste validity certificate by 12th November, 2022. However, the Committee has not decided the validity proceedings. Father is already issued with the validity certificate. The learned Counsel submits that the admission of the petitioner in the Reserved Category be protected and the Committee be directed to decide the

validity proceedings.

Even, according to the petitioner, 12th November, 2022 was the last date for submitting the validity for a candidate securing admission from the reserved category. The petitioner has filed the present petition only on 14th November 2022 i.e. after the last date of validity is over. The petitioner is not issued with the validity certificate.

We do not find the vigilance report and judgment of the Committee in case of petitioner's father on record. The petitioner himself is to be blamed. For the first time, the petitioner filed the proceedings for getting the validity certificate from the Scrutiny Committee on 14th September, 2022. In fact, the petitioner was aware that if he wants to seek admission in technical course, he ought to have applied for validity much earlier. Be that as it may, the petitioner can certainly compete from the General Category. 4.

Considering that the validity proceeding is pending, we pass the following order.

The petitioner may appear before the Committee on 22nd November, 2022. The Committee shall decide the validity proceeding expeditiously considering that the petitioner is a student. The validity proceedings shall be decided by the Committee, preferably within 3 weeks from the date of appearance of the petitioner.
