For the reasons stated in the Interim Applications, the Applications are allowed by setting aside the order dated 07.10.2023 passed by a learned Single Judge in W. P. Nos. 542 & 544 of 2011 by restoring the Writ Petitions.

In view of the restoration of the Writ Petitions, the interim reliefs operating in the aforesaid Petitions also stand restored.

The Interim Applications stand disposed of in above terms with no order as to costs.
