This petition can be disposed off by issuing directions to respondent Nos. 1 to 4 to take decision on the application tendered by the petitioners on 21.9.2018, a copy of which is annexed at Exhibit-H, in accordance with law and on consideration of the circular issued by the State Government on 20.7.2012 or any other instructions issued thereafter as expeditiously as possible and preferably within a period of four months from today and it is accordingly directed.
