1] The Petitioner is a Co-operative Society having members, who are locals from the coastal area near Mahad Town, District Raigad and who excavate sand by traditional method of diving in the water of river bed.

2] The grievance of the Petitioner-Society is essentially as regards the royalty rates fixed for excavation of sand. According to the Petitioner-Society, the royalty rates for the manual excavation is required to be at lesser rate than rates fixed for mechanical excavation.
