Undisputedly against the impugned communication dated 19.10.2016, the petitioner has a remedy under clause 9 of the Rules and Regulations to approach before the Grievance Committee. The contention of the petitioner is that the Grievance Committee is not functional. However, this fact has been disputed by the learned counsel for the respondents. He submits that the Grievance Committee will be constituted and appropriate decision in regard to the petitioner's grievance will be taken on or before

In view of the aforesaid submissions made by the learned counsel for the respondents, we dispose of this petition with liberty to the petitioner to approach the Grievance Committee constituted under clause 9 of the Rules and Regulations. In case the petitioner approaches the Grievance Committee within five days from today, the Committee shall take appropriate decision on or before 30.12.2016 after giving opportunity of hearing to the petitioner. The concerned respondents to constitute the Grievance Committee within five days from today. Petitioner to submit her representation before respondent no. 4 within five days from today. 4.
