Since the challenge is to the process of promotion to the post of Agricultural Supervisor etc., we are of the opinion, in the absence of any prayer for writ of quo warranto, we need not entertain this public interest litigation since it affects the service conditions in a particular department. Similarly, we are also of the opinion, if any one is aggrieved by the procedure adopted depriving the direct recruitees in getting their rightful quota in the recruitment process, he is always at liberty to challenge the same in his individual capacity and not as a public interest litigation.
