Heard for some time. The Petitioners claim that all compliance have been made. The respondents dispute this. They are seeking time to file reply affidavit. From the facts, it appears that having 100 bedded hospital is mandatory. The affidavit given by Expert Director in support shows non-application of mind. We are therefore, not willing to intervene at this stage.
However, the petitioners claim that they have paid Talwalkar
