Having heard the learned counsels for the respective parties, we deem it convenient to dispose of the petition by directing the Respondent No.2 - The Education Officer (Secondary), Zilla Parishad, Palghar to decide the proposal dated 27th December, 2012 by Head Master of school/Petitioner No.2 - Pragati Shikshan Sanstha regarding appointment of Petitioner No.1 in the school of Petitioner No.2, copy of which is annexed at page 22 of the petition (Exhibit - D), as expeditiously as possible and preferably within a period of six weeks from the date of receipt of copy of this order.

It is made clear that we have not gone into the merits of the matter and the petitioner's claim and petitioner's proposal shall be decided independently and in accordance with the law after hearing the petitioner and other concerned officer and this order should not be construed as an expression of opinion on merits. 3.

The petitioner shall remain present before the Respondent No.2 - The Education Officer (Secondary), Zilla Parishad, Palghar on 09th April, 2018 alongwith the copy of said proposal and copy of this order in order to enable the Respondent No.2 to comply with this order. Writ Petition stands disposed of accordingly.

Pending decision of the proposal dated 27th December, 2012, ad-interim relief granted by order dated 28th November, 2017 shall remain in operation.
