3. The person who has been granted approval and appointed, is not a party before us. The petitioner seeks directions against respondents no.2 and 3 to decide its complaint.

4. It is for the petitioner to take appropriate steps as regards the appointment made and the orders passed. The petitioner may take steps as may be permissible in law.
