The Petitioner has directly approached this Court on the ground that interim orders are passed by this Court in respect of Government Resolution dated 7 August 2013 in the petitions filed by the similarly situated candidates. That cannot be a ground to bypass the approach to the Administrative Tribunal which is as per the constitutional scheme as the court of first instance for matters of service under the State. That the interim orders are passed by this Court in the pending petitions can be argued before the
