Heard learned counsel for the parties.

It is not in dispute that during pendency of this Petition, the State Government has issued a fresh GR dated 19/12/2016 (Exh.1) as per the directions issued by this Court. In the circumstances as agreed to by the learned counsel for the parties and in our considered view these petitions can be conveniently disposed of by observing that the parties shall maintain status quo till fresh appropriate steps in terms of the GR dated 19/12/2016 is taken by the State Government. 3.
We also keep it is open for the parties to make their representations before the Competent Authority of the State Government in regard to their grievances and we direct that the same to be considered by appropriate authority of the State Government in terms of the said GR dated 19/12/2016 on or before 31st May 2017.

The representation as aforesaid shall be submitted within 2 weeks from today. The earlier representation already filed if any, shall also be considered by the Competent authority in accordance with the new GR dated 19/12/2016.

However, it is also open for the aggrieved parties to challenge the said GR, if so advised.

Needless to observe that in view of the issuance of the GR dated 19/12/2016, the earlier GR dated 16/10/2012 stands superseded in relation to the subject matter of this Petition. 7.
In view of disposal of the Writ Petitions, the Civil Applications do not survive and the same are accordingly disposed of. (PRAKASH D. NAIK, J.) (SHANTANU S. KEMKAR, J.)
