Considering the submissions made by the learned counsel for the applicant and the averments made in the civil application, I am satisfied that the applicant has made out a case for allowing the civil applications.

Hence, following order is passed:

a.

Common order dated 09.12.2016 passed in the above Writ Petitions dismissing both the Writ Petitions for default, is recalled.

b.

Both the above Writ Petitions are restored to file for hearing on its own merits.

c.

Civil applications stand disposed off accordingly.
