Perusal of the order passed by this Court dated 18th July 2017 would reveal that the Division Bench of this Court has rejected the Application of the Applicant by considering the merits of the matter.

Subsequently, thereafter, another Application has been rejected by this Court vide its order dated 3rd November 2017 VRD 1/2

APPA1641.17 observing that no change of circumstance was pointed out warranting reconsideration of the prayer. We also see no change of circumstances for reconsideration of the matter.
