Learned AGP has tendered a copy of the order dated 30th January, 2015 passed by the Collector on the basis of the order dated 15th July, 2013 passed by this Court. There is a delay in complying with the order dated 15th July, 2013. In the facts of the case, we do not find the delay to be deliberate or willful. 2.

Hence, it is not necessary to initiate any action for contempt against the respondents. The petition is disposed of. 3.

We make it clear that it will be open for the petitioner to challenge the order dated 30th January, 2015 in accordance with law.
