Respondent No.4 is not served. However, the learned Counsel for the appellant submits that no relief is sought against respondent No.4 as the appeal is filed only on the point of quantum. 2.
Learned Counsel for the appellant - insurance company submits that there is a delay of 49 days in filing the appeal and the same be condoned. He submits that the appellant being a public institution, the decision to file appeal was to be taken at different stages by different authorities and hence, it took time to file the appeal.
