Learned counsel appearing for the applicants states that all the respondents are served. None appeared for the respondents though served.

Heard learned counsel for the applicants and I have perused the averments made in the civil application. The applicants have made out a case for grant of reliefs.

For the reasons recorded in the civil application, civil application is made absolute in terms of prayer clauses (a) and (b). Amendment to be carried out within two weeks from today and amended copy of the writ petition shall be served upon the respondents within one week from the date of carrying out amendment.

Civil application is made absolute in the aforesaid terms. No order as to costs.
