According to the learned Counsel for petitioners, the funds allocated for development of place by name Village - Devrashtre, Taluka - Kadegaon, District - Sangli, in the memory of Late Shri Yashwantrao Chavan, are misused. In other words, the quality of the work executed under various projects is very poor. Therefore, the expenditure shown for the said work is not actually spent for the said work, thereby misappropriation of funds has occurred. 2.

A detailed affidavit-in-reply is filed by the Sub-Divisional Officer, Sub-Division, Kadegaon, indicating that District Collect of Sangli is the person who was in-charge of the entire work at URS

2 PIL 22-14.doc-12 Devrashtre. Even if any action to be initiated for misappropriation, it has to be by the District Collector, after making an inquiry into the same.

We direct the District Collector concerned to treat the writ petition as representation of the petitioners and make a discreet inquiry into the allegations after hearing the petitioners in person and then issue necessary directions required in his wisdom. Such exercise has to be completed within eight weeks from today. 4.
