Civil Application No. 648 of 2013 filed by the State seek substituted service to the respondent.

Perusal of the application disclose that the address of the claimant was informed to be in the State of Karnataka, but when a fresh notice was issued, the envelope with the R.P.A.D. came back with an endorsement "expired'. A statement is made in the application that details of the legal heirs of the deceased Chittur Shankar Narayan Rangnathan are not known. The public notice against such unknown legal heirs would not lie. The learned MM Salgaonkar
