The petitioner's main prayer is for a direction to respondent Nos.1 and 2 i.e., the State of Maharashtra and Principal Secretary, Industry, Energy and Labour Department respectively to initiate departmental enquiry against respondent Nos.4 to 7, who are the officers of the Licensing Board, Industry, Energy and Labour Department for allegedly having favoured the respondent Nos.8 and 9, who are the Electrical Supervisors, who were granted contracts by the Licensing Board. This prayer has nothing to do with the petitioner's own personal grievance. Even if it is his case
wp.1164.2018_38.doc that the said respondent Nos.8 and 9 are facing certain proceedings due to which they would be ineligible for being granted the said licence, the petitioner has no locus standi to maintain his petition.

The petition is not filed as a public interest litigation as the petitioner's only allegations are that respondent Nos.4 to 7 have unauthorisedly favoured respondent Nos.8 and 9 and ignoring serious allegations against him, have granted / continued licence. We are, therefore, not inclined to entertain this petition. 3.
We notice that the petitioner has made a substituted prayer for granting compensation of Rs.1 crore to him by respondent Nos.1 and 2 for alleged financial loss. Firstly, there are no pleadings supporting this prayer. Secondly, in any case, the Writ Petition for payment of compensation, that too bereft of any factual foundation, would not be maintainable. In the result, the petition is dismissed.
