Having heard learned counsel for the parties, we dispose of this petition by directing first respondent Secretary , Ministry of Industries department to consider and take appropriate decision on the petitioner's application dated 3.2.2017 Exhibit. C as expeditiously as possible but not latter than three weeks from the date of appearance of the petitioner before him after giving due opportunity of hearing to all concerned including Indira Gandhi nilegaonkar 1/2

Petitioner is at liberty to contend before first respondent that the NOC of the State Government is not required for grant of IEM as prayed for in the said application. The State may also submit its representation in regard to the prayers made by the petitioners. 4.

All the contentions of the parties are kept open. 5.
