This is a second pre-arrest bail application by the applicant. The earlier application preferred by the applicant was dismissed as withdrawn by an Order dated 29.11.2017. There is no any change in the circumstances since 29.11.2017. It is to be noted here that, the Investigating Officer has not taken any pains to arrest the applicant even after rejection of the earlier application by this Court. 2.
