Learned counsel for the Petitioner seeks leave to withdraw the writ petition with liberty to make a fresh representation to the appropriate authority in terms of the order dated 31st October 2018 passed in Writ Petition No.10855 of 2018. Leave with liberty as prayed for is granted. Petition is allowed to be withdrawn and dismissed as such.

In the event such a representation is filed within two weeks from today, the concerned officer shall decide the same as expeditiously as possible and preferably within the period of four weeks from the date of receipt of it. It is made clear that this Court has not gone into merits of the matter and all points and contentions of the respective parties are kept open.
