We have heard the learned counsel appearing for the Mumbai Municipal Corporation. The Writ Petition is at pre-admission stage. Amendment is sought on the basis of the subsequent events. Hence, the same deserves to be allowed. Accordingly, Chamber Summons is made absolute in terms of prayer clauses (a) and (b). Amendment to be carried out within a period of three weeks.
