Petition can be conveniently disposed of by directing the State Government to decide the pending appeal, as expeditiously as possible, and in any case within a period of 8 weeks, after giving personal hearing to the Petitioner on merits and in accordance with law; if the Petitioner does not cooperate and takes unnecessary adjournments, appeal may be decided exparte.
