In the above circumstances, we deem it convenient to dispose of this petition by directing the Respondent No.1 to dispose of the Petitioners complaints dated 27th August, 2012 and 18th October, 2014, copies of which are at Exhibits 'S' and 'U' respectively, as early as possible and preferrably within a period of four weeks from the date of receipt of copy of this order. It is made clear that we have not gone into the merits of the matter and all the points and contentions of the respective parties are kept expressly open.

In order to enable the Respondent No.1 to decide the aforesaid complaints, the Petitioner shall remain present before the Respondent No.1 on 20th August, 2018 alongwith copy of this order and copies of his complaints.
