Having regard to the aforesaid, without commenting upon the merits of the matter and petitioner's Appeal, we dispose of these Petitions by directing respondent No.1 to consider and decide of the petitioner's Appeal - Exhibit 'A' after giving due opportunity of hearing to all concerned as expeditiously as possible but not later than 3 months from the date of receipt of copy of this order.
