The Counsel appearing for the petitioners submitted that the petitioners are members of Shramik Boot Polish Industrial Produces Co-operative Society Ltd. Their members were allowed to occupy the earmark spaces at the Railway Platforms on Harbour Line from Mankhurd to Dockyard including King's Circle since last many years. Some of the members carrying the work of shoe polish at the Platforms have expired and some of the members have shifted to new places. Counsel further submits that no other deserving members of the society are allowed to occupy the spaces for carrying the work of shoe polish.

Counsel appearing for the Respondent No.2 submits that as per the practice prevailing with the Railways, members of such societies were permitted to carry on their activities like shoe polish at the earmark spaces on the prescribed Railways Platforms. He further submits that, in case, the petitioner intimates names of such persons who claim to be members of the society, who are interested to carry on activities like shoe polish, the Railway administration would take necessary decision. 3.

The Petitioner shall provide necessary documents, including Aadhaar Card, residential address proof and police verification report in respect of such persons.

The Railway Administration to take a decision on the representation annexed at Exhibit 'F' to the Petition submitted by the petitioner within two weeks after submission of the required documents as stated in para No.3 of this order. 5.

In view of the order passed by this Court in Writ Petition No.451 of 1992 dated 27th March, 2002, the Railway Administration requires to take a comprehensive policy decision. 6.

With aforesaid observations and directions, the Writ Petition stands disposed of.
