The petition proposes adoption of a female minor Bhavna, born on 27th June 2014, by an unwed Single Swedish female National, residing at Arstavage 73 Str, Astra 12054 Sweden. The Biological Mother had relinquished said minor child before the Child Welfare Committee on 29th June 2014. The safe custody was given to the petitioner institution vide order dated 29th June 2014 under the provisions of Juvenile Justice Act, 1/4

2000 (as amended). The Child Welfare Committee, Satara by an order dated 28th October, 2014 declared the minor child legally free for adoption. The proposed adopter is a single mother of Swedish Nationality is aged about 43 years residing at Arstra, Sweden with one adopted son "Samuel" aged about 9 years. Samuel was adopted from Bulgaria. Samuel has a hearing disability. Samuel and the proposed adopter are learning sign language. Samuel is studying in a Bilingual School with sign language and Swedish for children who are deaf or have impaired hearing. Consent of Samuel is on record. The health report of the proposed adopters state that she is in good and strong physical and mental health and does not have any pathological forms which is clinically relevant.

The Test certificates also indicates that the proposed adopter do not have HIV or Hepatitis. The proposed adopter is working as a Teacher with Tomtberga School, Huddinge Municipality, Sweden since 14th August 2006 and her monthly income is SEK 45,695/- equivalent to about Rs.3,12,337.66. Income Tax Returns of the proposed adopter and Salary Certificate issued by the school where she works are tendered in a compilation today and the same is taken record and marked 'X' for identification.

The Home Study Report, dated 16th April 2015 by the authorities of 2/4

Family Law Social Worker of City District Administration, Stocholm, Sweden is positive. The proposed adopter has gone on the course for future adoptive parent in connection with her previous adoption of which she has positive experience. She has experience of children through her son Samuel, her family, her friends and her work. During Home study investigation, the proposed adopter has shown that she has an ability to reflect on both the difficulties and joys of parenthood. The case worker's assessment is that proposed adopter has good personal conditions to become the parent of the child to be adopted. The proposed adopter is well educated and established in her professional filed and lives in a pleasant residential area close to all of the services a family with child could need.

I have considered the petition, annexures thereto and the Report dated 31st January 2017 from the Scrutiny Officer of Indian Council of Social Welfare (ICSW) which is taken on record and marked 'X-1' for identification. In the said Report, it is stated that the Tax Certificate and Income of the proposed adopter require to be submitted. The Advocate for the Petitioner has tendered the same as mentioned in compilation 'X'. The Recommendation Letters from the proposed Adopter's Sister and brother-in-law and friends are on record. The Child Security Undertaking 3/4

dated 26th July 2015 by the Sister and brother in law of the proposed adoptor for taking care of the said minor in case of any unforseen mishap to the proposed adopter in future is on record.

The Medical Reports of the minor child also indicate that the child has no abnormalities and the child has a normal mental development, behavior and skills etc and the same is countersigned by the proposed adoptive parent. Therefore, I do not find any impediment in granting the relief sought in this petition.

In view of this, the petition is allowed and the Judges Order is separately signed.
