In the facts and circumstances of the present case, we feel that it will be appropriate that Respondent Nos. 1,2 and 3 are directed to treat this PIL as a complaint, to look into the matter and thereafter, dispose of such complaint, in accordance with law.

We clarify that we have not expressed any opinion whatsoever in this matter and therefore, it will be for Respondent Nos. 1,2 and 3 to examine the complaint and to dispose of the same, in accordance with law, within a period of three months from today. Needless to state that the authorities shall comply with the principles of natural justice, in case any action is proposed.
