Though it appears from the office note that sincere efforts for tracing out the record and proceedings were made, the record and proceedings in the writ petition are not traced. As the learned counsel for the petitioners is elevated as the Hon'ble Judge of this Court, we had issued notice to the petitioners for engagement of another counsel. The notice was not served on the petitioners as the office is unable to trace out the address of the petitioners. The office had tried to find out the address of the petitioners on internet by referring to the name of the association but the address could not be traced. In the aforesaid set of facts, neither are the papers of the petition available nor is the notice for engagement of another counsel served on the petitioners.

It would not be possible in the aforesaid set of facts to either reconstruct the record or serve the petitioners. The petitioners ought to have taken some steps for securing the knowledge about the progress of the matter that is pending in this Court since 1997. Hence, in the circumstances of the case, we dispose of the writ petition with no order as to costs.
