For the reasons stated in the review petition, the order dated 23.9.2014 dismissing the petition for want of prosecution is recalled. Writ Petition No. 2313 of 2013 is, therefore, restored to the file. Review petition is accordingly allowed and disposed of in terms of prayer clause (a).

In view of disposal of the review petition, Notice of Motion (L) No. 111 of 2015, filed therein, does not survive and is accordingly disposed of.
