The Petition appears to be infructuous. It relates to permission to start a law college but that was for the year 2016-17. Since then, the earth has moved around the sun many times. Many monsoons have passed. And so, little purpose is to be gained by entering into this question today. We certainly do not see how we can direct that an application for seven years in the past be considered today. Also, during that time, Respondent No.3, against whom there are complaints by the Petitioner, has set up a college. Several students have graduated from the 3rd Respondent's law college. For all we know, some of them are in practice before us. It is 24th July 2023
34-OSWP-2338-2019.DOC impossible to invalidate the establishment of the 3rd Respondent law college now.

The Petition is indeed infructuous, but the Petitioner is a well- known educational society. It is of course always open to the Petitioner to apply afresh for permission to set up a law college and any such application this will undoubtedly be considered by the 1st and the 2nd Respondents on merits, without any reference or regard to the previous application for 2016-17, the filing of this Petition, or the making of this order.

The Petition is disposed of accordingly.
