The grievance of the Petitioners is that the Central Administrative Tribunal dismissed the original application of the Petitioners without giving them any opportunity to explain the delay. The impugned order, therefore, is set aside and the matter is remanded back to the Tribunal. The Tribunal shall hear the Petitioners on the point of delay, and thereafter pass an appropriate order on merits and in accordance with law. Writ petition is accordingly disposed of in the aforesaid terms.
