Heard the counsel and also considered the petition for leave to institute suit without statutory notice under Section 80 of the Code of Civil Procedure to defendant nos.11, 12 and 13. The suit has been lodged on 4th September 2018. Subsequently some more applications were filed, withdrawn, review filed and reinstated. The fact that the suit has been lodged on 4th September 2018 and even today no application for ad-interim has been made, I see no reason why the leave as prayed for should be granted.

Leave rejected.
