The challenge in this Petition is to the resolution dated 08/10/1998 annexed at Exhibit 'E' to the Petition (page 53) which reads as follows :

"Resolved that the report be accepted and that Dr.Siddharth Patil be debarred permanently from any examination work of the theory or practical examinations conducted by the University or by the College on behalf of the University including College Examinations and that this debarment be informed to the Medical Colleges concerned and for the other aspects in the report, the report be referred to the Management Council for further necessary action."
