By the above Writ Petition, the Petitioner has impugned the order dated 12 th November, 2014 passed by the President of the Industrial Court, rejecting the Application filed by the Petitioner to frame issues regarding delay in filing the present complaint and the Respondents not having locus standi to file the Complaint, as preliminary issues.

The above Writ Petition is dismissed. The parties agree that no reasons be given in support of this order. However, in addition to the issues framed by the President, Industrial Court, Mumbai, the following issue is framed by consent of the parties :

(i) Whether the Complainant/Union has locus standi to file the present Complaint ?
